The problem

A regulator covering one of the largest urban populations on earth had no single register of the premises it was responsible for. Registration was physical, the record was paper, and inspectors had no reliable way to know which facilities existed, let alone which had been audited.

What we did

Built public registration to work on whatever the applicant has, whether web, Android, iOS or Windows, because a compliance system that assumes a laptop excludes most of the businesses it regulates.

Verified identity against real anchors: CAC registration numbers (RC/BN) plus emailed access codes, so the register holds actual legal entities rather than free-text guesses.

Captured geotagged facility photographs at registration, giving inspectors a location and a visual baseline before they ever leave the office.

Issued a unique identifier per registered facility, making the record referenceable across the Commission's own processes.

Delivered a separate admin console for the audit cycle, the 7–14 day review that stands between registration and a compliance certificate.

Outcome

A live, free-to-use statewide register operated by the Lagos State Safety Commission, turning safety compliance from a paper process into a queryable dataset.
